Beyond Industry: Kazakhstan and South Korea Signal Shift Toward Digital and Tech Collaboration

New discussions on infrastructure and data centers highlight a broader shift toward digital and technology-driven collaboration



Kazakhstan and South Korea are exploring new avenues of cooperation, with recent discussions pointing to a growing alignment not only in industrial development but also in digital infrastructure and emerging technologies.

On March 11, 2026, senior representatives from Kazakhstan’s investment ecosystem met with leadership from Hyundai Engineering to discuss the potential for large-scale joint projects. The meeting brought together Gabidulla Ospankulov, Chairman of the Investment Committee of the Ministry of Foreign Affairs of Kazakhstan, Asel Suankulov of JSC NC KAZAKH INVEST, and Song Chang Hoi, General Director overseeing the company’s CIS operations.

At the center of the discussion was the implementation of industrial and infrastructure initiatives, alongside a notable expansion into new areas such as data centers and digital facilities. The South Korean side expressed clear interest in investing across these segments, signaling a broader shift in the scope of bilateral cooperation.

“Kazakhstan offers great opportunities for South Korean investors, including abundant natural resources, human capital, and digital technologies. Kazakhstan is interested in expanding the presence of South Korean companies in industry projects,” Ospankulov noted during the meeting.

From Industrial Roots to Digital Ambitions

Kazakhstan and South Korea have maintained a longstanding economic partnership, historically anchored in industrial development, energy, and construction. South Korean firms, including Hyundai Engineering, have played a role in delivering large-scale infrastructure and industrial projects across Central Asia.

However, the latest discussions suggest an evolution in priorities. The inclusion of data centers and digital infrastructure reflects Kazakhstan’s broader ambition to strengthen its position within the global digital economy. These investments are increasingly seen as foundational—not only for enterprise growth but also for enabling next-generation technologies such as artificial intelligence.

Building the Foundations for a Startup Ecosystem

This strategic direction aligns with Kazakhstan’s ongoing efforts to position itself as a competitive startup hub. In a previous conversation with AsiaTechDaily, Zhaslan Madiyev, Minister of Artificial Intelligence and Digital Development of Kazakhstan highlighted key sectors driving the country’s startup ecosystem, including fintech, artificial intelligence, agritech, medtech, and education technologies.

He also pointed to growing international exposure as a catalyst for success. Through partnerships with global accelerators such as Draper University and AlchemistX, more than 40 Kazakhstani startups have entered programs in Silicon Valley in recent years—gaining market insights, validating business models, and expanding global networks.

“Kazakhstan’s global engagement is not limited to the United States. One example is GoDays, a Kazakhstani startup that ranked among the top projects in the K-Startup Grand Challenge in South Korea. The company secured ninth place and signed multiple memorandums of understanding with leading organizations, including Yonsei University, demonstrating its ability to integrate into international innovation ecosystems,” he stated. 

A Dual-Track Global Strategy

Taken together, these developments point to a dual-track strategy: Kazakhstan is simultaneously expanding its industrial base through partnerships with established global players while investing in the digital infrastructure needed to support a new generation of startups.

South Korea’s role in this equation is becoming increasingly significant. With strengths in advanced manufacturing, smart infrastructure, and digital technologies, the country offers not only capital but also technical expertise and access to broader Asian markets.

The growing interest in data centers and digital projects suggests that cooperation is moving beyond traditional sectors toward areas that will underpin future economic competitiveness.

Looking Ahead

While the March 11 meeting remains an early-stage engagement, it reflects a broader structural shift in Kazakhstan–South Korea relations—one that is increasingly aligned with long-term economic transformation rather than short-term project execution.

At its core, the emerging partnership appears to be converging around three strategic layers. First, infrastructure is no longer being viewed in isolation. Investments in data centers and digital facilities suggest Kazakhstan is positioning itself as a regional digital node, potentially serving not only domestic demand but also acting as a bridge between Europe and Asia. If executed effectively, such infrastructure could underpin cloud services, AI deployment, and cross-border data flows—areas that are becoming central to modern economic competitiveness.

Second, South Korea’s involvement introduces a distinct advantage in terms of execution capability and technological depth. Companies like Hyundai Engineering bring experience in delivering complex, large-scale projects, but also increasingly operate at the intersection of infrastructure and smart technologies. This creates the possibility for Kazakhstan to move beyond basic capacity-building toward more integrated, technology-enabled systems.

Third, the alignment between infrastructure investment and startup ecosystem ambitions is becoming more visible. As highlighted earlier by Zhaslan Madiyev, Kazakhstan is actively cultivating sectors such as AI and fintech. However, sustained growth in these areas depends heavily on underlying digital infrastructure—particularly compute capacity, data storage, and connectivity. In this context, foreign investment into data centers and digital assets is not just complementary; it is foundational.

At the same time, challenges remain. The success of such cooperation will depend on regulatory clarity, long-term policy consistency, and Kazakhstan’s ability to integrate foreign-led infrastructure into its domestic innovation ecosystem. There is also the question of whether these investments will primarily serve multinational operations or meaningfully accelerate local startup development.

Even so, the direction is increasingly clear. Kazakhstan is moving toward a model that combines global capital, international partnerships, and domestic ecosystem-building. South Korea, with its strengths across both industrial and digital domains, is emerging as a key partner in that transition.If sustained, this shift could position Kazakhstan not merely as an investment destination, but as a more active participant in the broader Eurasian technology landscape.
