Strategic partnership aims to accelerate Korea’s AI transformation through customized models, sovereign cloud, and cross-industry collaboration
South Korea’s telecom operator KT Corporation and Microsoft Corp. have jointly opened the KT Innovation Hub in Seoul, marking a major milestone in their five-year partnership to advance artificial intelligence (AI) and cloud innovation across Korean industries.
The launch follows a multibillion-dollar strategic alliance announced earlier this year, under which KT will invest in AI, cloud, and IT infrastructure, while Microsoft contributes expertise, infrastructure, and human resources to support KT’s digital transformation. Together, the companies aim to drive Korea’s AI competitiveness through a blend of localized technology development and global cloud innovation.
Located in the West Building of KT’s headquarters in Gwanghwamun, the 595-square-meter facility serves as an interactive space for business clients to experience AI Transformation (AX) technologies firsthand. Visitors can test multi-agent AI systems — where multiple AI models collaborate to generate tailored outcomes — and receive consulting from experts at KT and Microsoft to build and execute innovation roadmaps.
Strategic Collaboration Across Five Core Areas
Following the formalization of their alliance in June, KT and Microsoft outlined a comprehensive roadmap to accelerate Korea’s AI and cloud ecosystem. Their partnership focuses on five core pillars:
- Developing customized AI solutions for Korea
- Delivering sovereign cloud solutions for regulated industries
- Launching an AX-specialized service company
- Advancing AI research and development nationwide
- Accelerating KT’s own AICT (AI and Information Communication Technology) transformation
Each pillar is designed to strengthen Korea’s AI infrastructure while supporting KT’s vision to evolve into a next-generation AICT powerhouse.
Building AI Models Tailored for Korea
KT and Microsoft are collaborating to develop localized AI models that reflect the nuances of Korean language, culture, and business needs. The two companies will co-engineer a Korean-specific version of GPT-4o and explore adapting Microsoft’s Phi family of small language models, using KT’s extensive high-quality datasets.
These models will power both consumer-facing and enterprise applications, from customer service chatbots to AI assistants in industries such as finance, education, healthcare, and mobility. KT will utilize Microsoft Copilot Studio and Azure AI Studio to design custom AI agents that deliver more natural, context-aware user experiences.
Both companies also plan to advance Responsible AI frameworks — ensuring that Korean-language AI systems are transparent, safe, and aligned with local ethical standards.

Sovereign Cloud: Data Security Meets Innovation
Recognizing the importance of data sovereignty, KT and Microsoft are collaborating on a Secure Public Cloud — a sovereign cloud platform built on Microsoft’s Cloud for Sovereignty.
This infrastructure will cater to public institutions and regulated sectors such as finance and healthcare, helping them safeguard sensitive data while accessing Azure’s full suite of AI and cloud capabilities. The initiative aims to set a new benchmark for compliance-driven cloud operations that meet Korea’s strict privacy and security standards.
Establishing an AX-Specialized Service Company
To fast-track AI adoption among enterprises, KT will establish a dedicated AX-specialized service company in partnership with Microsoft. The new entity will provide AI consulting, solution integration, and workforce training to Korean firms seeking digital transformation.
Microsoft will support the venture with professional consulting resources and technical expertise over the next three years, helping KT scale enterprise-grade AI practices. The company also plans to expand its services to ASEAN markets, leveraging the partnership’s combined global and regional presence.

To strengthen research and innovation, KT and Microsoft will establish a co-innovation center to prototype and test AI solutions using Microsoft technology and KT’s local market insights. The center will bring together startups, researchers, and government entities to develop AI applications in areas such as network modernization, healthcare AI, and industrial automation.
Microsoft will provide Azure credits, technical expertise, and access to Microsoft Research (MSR), while KT will invest in AI startup incubation and academic partnerships. Together, they aim to position Korea as a regional leader in AI innovation and commercialization.
Accelerating KT’s Internal AICT Transformation
Internally, KT is undergoing a major IT modernization, migrating core systems and mission-critical workloads to Microsoft Azure. The company is deploying Microsoft Fabric and Azure OpenAI Service to power next-generation data and AI platforms that enhance agility, scalability, and security.
KT also plans to integrate Microsoft 365 Copilot and GitHub Copilot into its workflow, empowering its 19,000 employees and 5,800 AI specialists to work more efficiently. Microsoft will provide skill development programs to help KT’s workforce acquire advanced AI and cloud capabilities.

The KT Innovation Hub serves as the centerpiece of the collaboration. Designed to turn abstract AI concepts into practical, industry-ready tools, the 595-square-meter space features four main zones — the Recharge Zone, Conference Room, Develop Studio, and AX Gallery.
- The AX Gallery showcases interactive exhibits activated through voice and touch, including “multi-agent” AI demonstrations where multiple AI systems work together to produce optimized results.
- The Conference Room and Develop Studio function as collaborative spaces for clients to design AI roadmaps and develop prototypes — often within just five days — with support from KT and Microsoft experts.
- The Recharge Zone encourages reflection and collaboration in a relaxed environment, embodying the hub’s philosophy of innovation through partnership.
